FOLLOWING HAS BEEN CANCELLED
(see above for new speaker and topic) BECAUSE THE SPEAKER
WAS DENIED A VISA TO VISIT THE USA. AS WE UNDERSTAND
IT, THIS WAS A RESULT OF THE U.S. CONSULATE BEING VERY
UNDER-STAFFED FOR IMPLEMENTING NEW REQUIREMENTS RELATED TO
HOMELAND SECURITY. VISAS CAN NO LONGER BE APPROVED
WITHOUT AN INTERVIEW, BUT THE CONSULAR STAFF IS
INSUFFICIENT FOR INTERVIEWING MORE THAN A VERY SMALL
PERCENTAGE OF APPLICANTS. THE CONSULAR STAFF IS FORCED TO
DEAL WITH MOST APPLICATIONS IN A MATTER OF A FEW SECONDS,
WHICH RESULTS IN ARBITRARY DENIALS OF VISAS WITHOUT EVEN
TAKING THE TIME TO REVIEW LETTERS INVITING THE PERSON TO
PARTICIPATE IN PROFESSIONAL MEETINGS.
