AIDIS-USA is honored to have the President of AIDIS-Interamericana, Horst Otterstetter, as our guest speaker on December 9th.  Mr. Otterstetter will discuss Social Aspects of Water Supply and Sanitation in Latin America and the Caribbean.

In recent years, proponents of treating water as a commercial good, have been in the forefront, while key social aspects of water supply and sanitation are often being given inadequate attention.  However, the people of Latin American and the Caribbean are very much aware of the social implications of water supply, and the region is suffering significant consequences due the imposition of a narrow focus on commercial aspects; this has even caused paralysis of the sector in some locations.  The position of most of the communities in Latin America and the Caribbean is that water is both a social and a commercial good, and plans and projects should consider this position.  The presentation of Horst Otterstetter will deal with some of the social implications and suggest actions, including actions by AIDIS-Interamericana.

Mr. Otterstetter is presently the President of the Inter-American Association of Sanitary and Environmental Engineering and a freelance consultant in the area of environmental management and environmental health.  He is also an adjunct professor of Health and Environment in Sustainable Development at the Georgetown University in Washington.  Prior to his retirement from the Pan American Health Organization (PAHO), in December 1999, Horst Otterstetter was the Director of PAHO's Division of Health and Environment.  There he was responsible for the technical cooperation of PAHO/World Health Organization in the areas of water supply, wastewater management, solid waste management, chemical safety and occupational health.  Earlier working experiences of Mr. Otterstetter include positions at COMASP/SABESP - the water and Sanitation Company of São Paulo, and CETESB - the environmental protection agency of São Paulo, Brazil.  In 1980 he came to Washington, DC to join PAHO, initially as Regional Advisor, then as Program Coordinator and finally as a Division Director.  Mr. Otterstetter's experience has led him to become part of several boards of Directors, as well as councils of Technical Advisors of institutions such as: NSF International, AWWA, Water for People, the Alliance to End Children's Lead Poisoning, Caribbean Environmental Health Institute and AIDIS Inter-American.  He is also on the editorial board of several environment related journals.
